Although purportedly political parties and governmental organizations, are in fact an instrumentality of a conspiracy to overthrow the Government of the United States. They constitute an authoritarian dictatorship within a republic, demanding for themselves the rights and privileges accorded to political parties , but denying to all others the liberties guaranteed by the constitution.
The policies and programs of these organizations are secretly prescribed for them by the foreign leaders of the world Communist movement. Unlike political parties, these Communist -action organizations, Communist foreign government leaders acknowledge no constitutional or statutory limitation upon their conduct or upon that of their members.
The peril inherent in their operation arises from their failure to acknowledge any limitation as to the nature of their activity, and the dedication to the proprosition that the present constitutional Government of the United States must be brought to ruin by any availavble means, including resort to force and violence. Holding that doctrine, their role as the agency of hostile foreign power renders their existence a clear present and continuing danger to the security of the United States. It is the means whereby individuals are seduced into the service of the world Communist movement, trained to do their bidding, and directed and controlled in the conspiratorial performance of their revolutionary services. Therefore, the Communist-action organizations, Communist foreign government, their leaders, directors, officers, managers, members, employees, agents, attorneys, servants, and assigns are outlawed.
The Communist- action organizations, Communist foreign government, in the service of the world Communist movement, or any successors of such organization regardless of the assumed name, whose object or purpose is to overthrow the Government of the United States, the government of any State, Territory, District, or possession thereof, or the government of any political subdivision therein by force and violence, are not entitled to any of the rights, privileges, and immunities attendant upon legal bodies created under the jurisdiction of the laws of the United States or any political subdivision thereof;
There members actively engaged in, and continue to engage in, giving aid and support to Communist-action organizations, communist foreign government(s), in the service of the world Communist movement, with the intent to knowingly cause the impairment of the military strength of the United States and its industrial capacity to furnish logical or other material support required by its Armed Forces. These Communist-action organizations, Communist foreign government(s) their leaders, directors, officers, managers, members, employees, agents, attorneys, servants, and assigns, in the service of the world Communist movement, acting in concert and direct participation with others, willingly, knowingly, and intentionally, with malice and aforethought, did cause, and continue to cause, the irrepable injury, harm, loss, and damage, physical pain and suffering, mental anguish, emotional distress, and psychological trauma, to members of the Malitia National Military Forces of the United States, the United States Armed Forces, and the United States Department of Defense, covered by 1114, of title 18 U.S.C., and did cause the impairment of the military strength of the United States and it's industrial capacity to furnish logical or other material support required by its Armed Force. And did engage in, and continue to engage in, activity resulting in and contributing to such impairment. And did engage in, and continue to engage in, an act of international terrorism in the United States; and a tortious act or acts of the foreign state, while acting within the scope of his or her office, employment, or agency, regardless where the tortious acts or acts of the foreign state occured. Foreign terrorist organizations, affiliated groups and individuals, for conduct directed and targeted at the United States, did aid and abett, and conspire with persons, entities, and countries, knowingly or recklessly contributed material support and resources, directly or indirectly, to persons or organizations that pose a significant risk of committing acts of terrorism that threaten the security of nationals of the United States and the national security, foreign policy, and economy of the United States, necessarily directed their conduct at the United States, and shall reasonably anticipate being brought to court in the United States to answer for such activities. Responsibility of Foreign State. -- A foreign state shall not be immuned from the jurisdiction of the courts of the United States in any case in which money damages are sought against a foreign state for physical injury to person or property or death occuring in the United States; and did cause irreparable injury, harm, loss, and damage, physical pain and suffering, mental anguish, emotional distress, and psychological trauma, to United States nationals, caused by there international terrorism.
